The name of this golf club is Old Fashioned Golf Club.
Purpose
To stimulate interest in golf by bringing together a group of golfers, interested in camaraderie and friendly competition, organized by a formal golfing organization entity.
To promote and foster among the members a closer bond and fraternity and to promote and conserve the best interests
and true spirit of the game of golf as embodied in its ancient and honorable traditions.
To provide an authoritative body to govern and conduct club competitions at various courses.
To maintain a uniform system of handicapping as set forth in the NCGA/USGA Handicap System and issue NCGA/USGA Handicap Indexes to the members.
Membership
Membership shall be available to all 18 years of age or older. There shall be a minimum of 10 members in the club. The cost of membership is $125 for one year.
It is expected that members will have reasonable and regular opportunities to play golf with fellow members, have an established handicap index and post ALL round scores to GHIN.
Members will be eligible to play tournaments only if at least one non-tournament round has been posted on GHIN in the last one month.
The Handicap Committee reserves the right to lower Handicap Indexes at any time if it is determined that a player's handicap index is inconsistent with tournament scores.
A special handicap index can be assigned to players who don't currently have an official index or who's index needs to be adjusted (e.g. because of an injury).
The special index will be determined by the Handicap Committee using the following formula: Use at least last 5 and up to 20 applicable rounds played by the player.
Using the average of the lowest 8 differentials of those rounds, the index will be 90% of the average.
At the descretion of the handicapping committee, a special handicap index can be applied to a player that posts exceptionally low tournament scores.
Specifically if an OFGC tournament score of -5 or below is posted by a player more than once,
the players index for all future tournaments will set to the the average of the lowest two tournament scores of the year.
This adjustment of index will be in addition to the Exceptional Score Handling by USGA/GHIN.
Members can invite a guest to play in a tournament at the published guest rate for the tournament.
Each candidate for membership shall be proposed by at least one active member in good standing.
The Club Officers shall act upon each proposal by vote and two negative votes shall disqualify any candidate.
Memberships in the club are individual and non-transferable. Dues include membership in the Northern California Golf Association.
Memberships in the club are for a calendar year only, with all memberships expiring on December 31st
The fiscal year for the club will be January 1st - December 31st
All membership fees and dues shall be established by the Club Officers from time to time in such amounts as they deem to be
adequate to operate and maintain the club. Members shall be liable for dues until their written resignation has been received and accepted.
In the event that any member of the club shall commit any act which reflects discredit or disrepute there on or shall refuse or
neglect to comply with the rules and regulations adopted by the Club Officers or the Duly appointed officers, such member shall be
subject to suspension or expulsion after ten days notice and the right to be heard, by a vote of a majority of the Club Officers
at any regular meeting called for such purpose.
A member can choose to leave the club by submitting a written resignation to the Club Officers.
However, it is important to note that resigning does not exempt the member from any outstanding dues, assessments, or
other charges that have been accumulated and remain unpaid.
Club Officers
The Club Officers shall consist of at least three members in good standing of the Golf Club and
they shall exercise all posers of management of the club not specifically excepted by these By-laws.
The officers shall consist of President, Treasurer and the scretary of each committee.
Their duties shall be such as their titles would indicate or such as may be assigned to them respectively from time to time.
The Club Officers shall meet at such times and places as they may select and three officers shall constitute a quorum at any meeting.
The Annual Meeting of the Golf Club shall be held on the second Wednesday of November.
The Club Officers shall provide for the holding of such other meetings as may be deemed necessary or desirable
and they shall call special meetings upon written petition signed by not less than five members.
At least four weeks prior to the Annual Meeting, the Club Officers shall appoint a Election/Nomination committee consisting of three
members of the organization. This committee shall submit to the Club Officers and shall post upon the club bulletin board or website a
list of nominees to fill any vacancies for the term of office beginning on the day of the meeting.
At least one week prior to the Annual Meeting, a list of all candidates nominated shall be posted on the club bulletin board or website.
Voting shall be written or online ballot and those names receiving the greatest number of votes cast shall be declared to be elected.
A legal quorum at the meeting shall be five members present in person or by proxy.
Each active member in good standing shall be entitled to one vote.
In the case of any vacancy through death, resignation, disqualification or other cause, the remaining officers,
even though less than a quorum, may elect a successor by majority vote to hold office for the unexpired term of the officer
whose place shall be vacant,and until the election of his successor.
Committees
Within ten days after the Annual Meeting and election, the Club Officers shall meet and appoint members of all committees .
The president shall be an ex-officio member of all committees except the nomination committee.
The Following Committees shall be appointed each year, with such other committees as the president may deem necessary or advisable:
Tournament Committee to arrange and schedule with the management of any golf course as necessary, and conduct all intra-club and
inter-club competitions including NCGA qualifying events. Arrange social engagements around golf events.
Handicap Committee composed primarily of members with the responsibility to establish a fair and proper system of handicaps in
accordance with procedures set forth in the NCGA/USGA Handicap System Manual.
Membership Committee to investigate and act upon all applications for membership and to recommend appropriate
action to the Club Officers.
Technical Committee to manage website, software applications (e.g. GolfGenius), social media presence, communications and documents related to the club.
